A PowerPoint Template is essentially a graphic shell that is used by PowerPoint to retain slide format definitions such as fonts, font sizes, font colors, bullet points, etc.,

 

PowerPoint itself does not allow you to insert or change the background of a PowerPoint template beyond using a solid color or color gradient or inserting and using a static image like a PowerPoint Background.
